(1) The commission shall establish a separate special fund to collect the amount received for fines in accordance with section 18.
(2) The amount in the fund according to sub-section (1) will be spent on subsidizing consumers who are unable to receive the service provided by the service provider.
(3) Other matters related to the operation and management of the fund under sub-section (1) shall be as prescribed.
